2012 08 21 Montana Volunteers Quit Over Fees
The Bitterroot XC Ski Club in western Montana has discontinued a huge volunteer program that built and maintained the Gordon Reese cabin on Chief Joseph Pass. The cabin was built with volunteer labor and donated materials, and is situated in a ski trail system entirely groomed by volunteer labor and equipment. The club gave it freely to the Forest Service on the condition that winter use would always be free to the public. They have provided volunteer hosting and ski trail grooming in return for 60 nights each winter of overnight use by their membership, one of which was auctioned off annually as their major fundraiser. Now the Supervisor of the Beaverhead-Deerlodge National Forest has slapped them in the face by cancelling the fundraiser, eliminating free overnight use and cutting their allocation of 60 nights of hosting in half. The club has responded by walking away from the cabin and wishing the Forest good luck. Club members will continue their volunteer grooming and care of the trails.

Shortly after the 9th Circuit ruled an Arizona fee program was illegal, a federal court in Oregon dismissed all charges against a Portland hiker. Adi Fairbank had left his car parked for three days at a trailhead while he backpacked on the Pacific Crest Trail. On returning he had a federal ticket on his windshield for not having a Northwest Forest Pass on display. He contested the ticket based in part on the 9th Circuit decision, and the court dismissed the charges. This case shows the ruling is applicable nationwide, not just in Arizona.

Prior administrations insisted that if you could afford to travel to a Park you were rich enough that the entrance fee meant nothing to you. Low-income need not apply. Now that a whole lot of people are a whole lot lower income than they used to be, it is clear that what we have been saying all along is true: the value of public lands to local economies vastly exceeds the value of fees to the government, and even a small fee has a deterrent effect on some potential visitors. Uncompahgre National Forest work on Ouray County Colorado roads results in the destruction of several road sections. These roads form the basis for a huge segment of the local economy that relies on jeep tours, jeep and ATV rentals, and folks who bring their own 4wds and ATVs to try the 100 year old mining roads in the area.
